Quantitative Landscape & Gap Analysis Report

The Quantitative Landscape and Gap Analysis Report produced by Mercer has been delivered to inform the P-25 Behavioral Health Strategic Plan.

This report serves as one of many inputs informing Washington Thriving and over the coming weeks the project team will be integrating information from this deliverable into the Strategic Plan that will be submitted to the legislature in November of this year. In reviewing the report, keep in mind that other workstreams - including the qualitative, lived and living experience perspectives, system modeling, literature review and more - will also inform the Strategic Plan to provide a more 3-dimensional perspective of the behavioral health system.

The Mercer team was asked to deliver a landscape and gap analysis that:

  • Identified the number of families in the perinatal phase, children youth transitioning into adulthood, and the caregivers of those children and youth who need or could benefit from behavioral health service (including prevention and early intervention)​

  • Identified the number of expectant parents and caregivers in need of behavioral health services​

  • Analyzed data to better understand regional, economic, linguistic, gender, and racial gaps in access to behavioral health services​

  • Provided estimated costs of providing services that will meet the projected needs of the population and address measured gaps​

  • Shared quantitative representations of the gaps and the recommended strategies directly related to addressing these gaps​

In addition to this, Mercer was also tasked with developing a proposal for a sustainable behavioral health data dashboard.

As cited in their report, it is important to acknowledge that there were limitations and barriers experienced by Mercer in accessing relevant data. While these factors constrained the scope of the report, better understanding these data limitations and barriers also generated recommendations for improvements to be made in the State’s data collection and reporting practices.
